He is describing the internet phenomenon of butthurt americans and their persecution complex. /r/circlebroke is an ensemble of these endangered and oppressed butthurt american reddit internet users who are the last line of defence against anything which ~~doesn't make them feel all happy inside~~ is definitely a reddit circlejerk.
