I think the best solution would be more admin involvement in the defaults, but if the admins want to keep their "sit back on our asses and do the bare minimum" policy, they need to give the community the ability to do something.
I think the best solution would be to remove all "default" subscribers anytime a subreddit is removed from default.
That's a good idea, only problem I see with it is that nearly all subscribers will be defaulters. I still have a few subs consistently subscribed to from when I signed up, it's pretty clear that I want to remain subscribed to them.

Democracys problem is drama. The other systems steamroll popular opinion so shit gets done. But these systems are unstable because when you ignore the will of the people they eventually revolt

Being told what to do by a subculture that believes it knows what is good for you is far worse than mob rule. Besides, if you ignore the people they revolt. There is no other option besides democracy really, as all the other options are temporary: they are unstable. you simply cannot ignore the will of the people. If you di it's just a matter of time before the govt falls to revolt. Stability and legitimacy is something democracy manufactures. all other systems stability and legitimacy decay.
