If you're short, 99% of the women you meet will automatically discount you as a potential sexual partner. That's just a fact. You have to do something extraordinary with yourself to convert as many of the remaining 1% as you can -- either be very famous, very rich, or very fit. I respect anyone who puts in the effort to make one of these happen. It's not an easy road.

No, victim blaming applies to all forms of victimization, and is not exclusively associated with rape. Yes, short people are discriminated against almost universally.
