A black hole that size isn't going to consume the entire planet. The entire planet would have to be within the black hole's event horizon to get sucked up, and its event horizon is going to be too small.
The event horizon would expand as the black hole gains mass. A black hole about the size of a football has roughly the mass of Earth. A ten-rupee-black hole, though, would probably decay before it could consume anything significant.

You seem to say "matter". How are you so sure that this "matter" exists? The evidence for it, as I expect you to say, seems to come from experience and experiments. You would seem to know this by your sensory input; observing information from them through your senses. But how then can you say that your sensory input is not a delusion? Quite contradictory, so I think.
